- No mains gas heating system (ie. using electricity, solid-fuel, oil, LPG to heat home)
- Owner-occupier or rents home from a private landlord
- Home has an Energy Performance Certificate (EPC) of D or below (or not sure what the EPC rating is)
- Household’s combined annual income is under £36,000 (before tax), or receiving a qualifying means tested benefit
